Trust for Social Achievement: Position about the proposed changes to the Law on Preschool and School Education

TSA’s mission is aimed at overcoming deep social inequalities, affirming the rule of law and building a democratic society based on values that emphasize the importance of diversity, the acceptance of difference, and the equality of all citizens.  Through our work as a civil society organization, we strive to create an environment where every person, regardless of their social, ethnic, cultural, or economic differences, has an equal opportunity to participate in and contribute to society.

We are concerned about the proposed changes to the Law on Preschool and School Education, proposed on August 7, 2024, as they create conditions that will contribute toward deepened discrimination and the violation of human rights of certain groups of citizens in Bulgarian society.  We believe that such measures undermine basic democratic principles and reinforce social inequality rather than serving to promote justice and equality for all.

We believe that the rights of all people, with respect to their identity, should be respected at all times and in all situations.  Adolescent members of Bulgarian society must be informed and have access to information about the values of democratic societies without being limited by invisible barriers.  We are convinced that education should promote openness, tolerance, and respect for differences, while preparing young people for active and equal participation in society.  Limitations on the freedom of opinion and imposition of views that oppose and polarize society only serve to exacerbate and deepen stereotypes and divisions within it.

Bulgaria, as a member of the European Union and guided by the principles of a democratic society, must actively promote the overcoming of discrimination, inequalities, and prejudices against different groups in society.  It is important to work towards the creation of an environment that supports diversity and ensures equality and respect for all citizens, regardless of their identity or beliefs.

The sustainable development of a democratic society depends on its ability to protect freedom of opinion, to surmount discrimination and to promote equality among all its citizens. As a member of the European Union, Bulgaria has the responsibility to support these basic principles and to create conditions for social cohesion and respect for differences. Only by actively engaging in these efforts can we build a just and equal society that enables each individual to contribute and develop in conditions of tolerance and mutual respect.
