This program is based on a fundamental assumption that affordability is the key barrier to preschool enrollment and participation. Our ultimate policy goal—no-cost or low-cost preschool, especially for low-income children—is unlikely without hard evidence to prove that our assumption is correct. For this reason, we continue to observe the impact of our intervention for the second year in partnership with the Poverty Action Lab and World Bank, which will conduct a rigorous impact evaluation. The project for 2015-2016 will involve up to 25 children per settlement, living in 177 segregated settlements throughout Bulgaria. Of these, 75% will receive free access to kindergarten, and 25% will be assigned to a control group.
