The program is managed by the Trust for Social Achievement as a partner of the Operator of the Active Citizens Fund Bulgaria, implemented under the European Economic Area (EEA FM) Financial Mechanism 2014-2021, funded by Iceland, Liechtenstein and Norway. The main objective of the Active Citizens Fund Bulgaria is "strengthened civil society, active citizens and empowered vulnerable groups".
The fund is operated by Open Society Institute – Sofia in partnership with the Workshop for Civic Initiatives Foundation and the Trust for Social Achievement Foundation (TSA). The budget of the Roma scholarship component (scholarship program) administered by TSA amounts to EUR 600 000. A complementary project “Mentorship support for the next generation of Roma health professionals” is also implemented by TSA under the Active Citizens Fund Bulgaria in connection with the Roma scholarship component.
The aim of the scholarship program is to form a community of health professionals motivated and prepared to contribute to solving health problems in the Roma community and with the potential to become meaningful role models for Roma youth.
The scholarship program started in the 2018/2019 academic year and is designed to last for six years. During this period, it is envisaged that about 240 annual scholarships will be awarded, each worth between EUR 2350 and EUR 2650, depending on the applicants’ areas of study.

Donor states Iceland, Liechtenstein and Norway have awarded EUR 15 500 000 to the Active Citizens Fund in Bulgaria per a Memorandum of Understanding signed with the Republic of Bulgaria. The objective of the Active Citizens Fund Bulgaria is to strengthen the civil society in Bulgaria and empower vulnerable groups.
