Nurse Family Partnership Program Scale Lead (part-time)
Position description
The Trust for Social Achievement Foundation (TSA) is recruiting a motivated individual to start work as Scale Lead for the Nurse Family Partnership (NFP) program in Bulgaria. This is a part-time position.
About the Trust for Social Achievement
The Trust for Social Achievement is a non-profit organization working in Bulgaria. We want to help create a world where every person has the opportunity to reach their full potential. Systemic poverty and exclusion have created deep achievement gaps in Bulgarian society. This is especially apparent in vulnerable communities like the Roma community. We are adopting a targeted, but not explicit, approach to helping these communities succeed. We support projects in a variety of program areas, including early childhood development, education, employment, and housing. To achieve our long-term vision, the Trust looks for gaps and obstacles hindering the progress of disadvantaged communities. We then rigorously evaluate and demonstrate "what works" and seek to deliver lessons to key stakeholders to improve public policies and to gain larger scale. Over the past ten years, we have supported more than 650 projects and partnered with over 100 nongovernmental organizations throughout Bulgaria to reach more than 350 000 beneficiaries from under-served communities.
As part of the Early Childhood Development program portfolio, TSA operates the Nurse Family Partnership (NFP) program in Bulgaria. The NFP is a licensed program which matches first-time, low-income teen mothers with a nurse that visits the mother’s home from pregnancy through the child’s second year. Proven program results include improved school readiness, increased maternal employment, and greater intervals between births. In Bulgaria, NFP has been operating since 2016 in Sofia and 2019 in Plovdiv. The program team is currently looking for a Scale Lead to support our efforts for gradual national dissemination of the program in Bulgaria.
Job summary
The scale lead is responsible for providing strategic clinical leadership for NFP during the various stages of NFP’s scaling up journey.
Main activities
Advocacy, Sustainability
- Advocacy for aligning and embedding NFP nursing practice and education within national systems of accreditation, service provision, professional regulation, governance and education;
- Advocacy with local municipal authorities for securing sustainability of the program implementation in local sites;
- Participating in advocacy meetings, involving key players in the development of NFP in Bulgaria;
- Participating in local and national advisory board meetings;
- Participating in internal meetings to refine scaling and advocacy strategies;
- Communicating the vision and strategic plan for NFP in Bulgaria;
- Work with Government to promote maternal and child health evidence-based programs and support best use of funds;
- Ensure broad policy support for NFP, its principles, practices and implementation requirements;
- Build collaborative relationships and share learning with child health experts and leaders;
- Participate in national policy, professional and practice developments;
- Maintain good relationships with relevant government officials
Communication
- Communicate to increase public awareness and increase visibility of the program at the local and national levels;
- Provide materials to other agencies and stakeholders to increase understanding of NFP;
- Review any communications or publicity regarding NFP implementation that are to be shared with external stakeholders/public, in advance of any publication;
- Makes initial contact with medical facilities to present the program and to increase client enrolment, creation of schedule for regular visits of the team, monitoring;
- Take care for all printable media including – brochures, leaflets, posters, client materials etc.
Indicators for job matching
- Passion for improving the condition of the disadvantaged, especially Roma, and concrete ideas on how to increase participation in preschool and kindergarten, improved maternal health, and increased parental engagement;
- Bachelor’s degree in nursing, midwifery or other medical degree required;
- a Master’s degree is preferred;
- Willingness to travel up to 40% of the time
- Unquestionable ethics and personal integrity;
- Professional expertise in child and maternal public health, including home visiting (preferred);
- Evaluation and monitoring qualities;

Compensation and Benefits
We are offering a competitive remuneration that is commensurate with experience. This is part-time contract position with an expected duration of 12 months (the duration of the project). Starting date: January 2024
